摘要：Considered as an information system, the Web has allowed new citizen-targeted information services to be created. This new reality has meant a change in both the information disseminating uses of the administrations and the relationships that citizens have with the Administration. We focus on the evolution of the institutional presence on the Web of the Townhalls of Spain, by comparing the data for 1997, 1998, 1999 and 2000. We present a template for the design of information servers in Spain’s local Administrations (City Council), and various tables that serve as a snapshot of the status of the presence of the Townhalls of Spain on the Internet in these four years.
