摘要：At the end of the 18 th century the Spanish Navy was in decline. Manuel Godoy was commissioned by the King to reverse the situation. Although there were previous plans, it was not until the Spanish-French defeat at Trafalgar in 1805 when the so-called «Prince of Peace» decided to establish an institution that was being considered as the solution to the serious problems affecting the Navy. The establishment of Admiralty was welcomed by both the Navy and the people in favor of Godoy. Just over one year later, many of those who flattered Godoy in 1807 vilified him angrily on March 1808.
