摘要：This article articulates health decentralization with oncological attention and the possibilities of inclusion of cancer patients. It discusses the assumptions underlying decentralization processes deriving from the guidelines of financing agencies, health reforms and the Brazilian State Reform; it includes the present regulations governing health assistance and oncological assistance and it also indicates regional needs in health care integrated into the Pluriannual Plan approved of for 2000/2003. Finally, the article provides information for the construction of inclusive strategies so as to guarantee and expand oncological care in face of the recent decentralization processes.
