摘要：http://dx.doi.org/10.5007/2175-8042.2012v24n38p24O estudo tem por objetivo identificar os limites e possibilidades de participação das instituições envolvidas no Programa Esporte e Lazer da Cidade - PELC/Campinas no efetivo controle social e na criação de ferramentas para este fim. A etnografia foi utilizada,pois entendemos que devíamos extrapolar a perspectiva macroestrutural na análise dotema, considerando as concepções que cada grupo possuía de suas práticas. Assim, priorizamos olhar a tradição de cada instituição em relação à participação popular, entendendo que superar visões maniqueístas, assistencialistas ou patrimonialistas é condição fundamental para o efetivo controle social. Além disso, explicitamos os critérios fundamentais para a escolha da instituição que ocuparia oficialmente o papel de controle social do programa nesta cidade.
其他摘要：The purpose of this study attempted to understand possibilities and constraints topopular engagement of institutions have involved in PELC/Campinas, especially inthe social control and knowledge to do tools for this aims. The ethnographic was ourmethodology, because we understood that only macro structural perspective couldn’texplain the situation, we considered the practice conception from each group. Thus,our priority has understating the tradition of each institution with popular participation.We has known that for the effective social control the institutions needs to change themanichaean, assistentialist and patrimonialist concepts. Yet, we explained the criteriato choose the formal social control institution.
