摘要：O presente trabalho tem por objetivo analisar e verificar a participação dos governos subnacionais no Mercosul através da paradiplomacia.Para tanto, será empenhado o estudo sobre a ação dos governos subnacionais no desenvolvimento do processo de integração regional e um breve estudo comparativo sobre as limitações constitucionais da participação externa dos entes subnacionais de cada Estado Parte do bloco.Serão enfatizadas por fim, as experiências de integração subnacional e a análise do Foro Consultivo de Municípios, Estados Federados, Províncias e Departamentos do Mercosul (FCCR).
其他摘要：The present paper aims to analyze and evaluate the role of subnational governments in Mercosur through paradiplomacy. Therefore, the study will be engaged on the action of subnational governments in the development of the regional integration process and a brief comparative study of the constitutional limitations of external participation of subnational units of each State Party to the block. Will be emphasized finally the experiences of integration and subnational analysis Constitutive Forum of Municipalities, Federate States, Provinces and Departments of the Southern Common Market (FCCR).
