摘要：O artigo analisa o papel da Empresa Brasileira de Pesquisa Agropecuária (EMBRAPA) na Política Externa Brasileira (PEB), a partir do governo Lula, por meio do estudo de caso do Projeto Cotton-4.A primeira parte descreve a Cooperação Sul-Sul (CSS) na PEB; a segunda aborda a atuação da EMBRAPA no Projeto Cotton-4 e a relação do projeto com a Organização Mundial de Comércio (OMC).
