摘要：A proposta desse artigo é discutir o papel desempenhado pelas municipalidades na administração imperial. Como nos debates historiográficos prevalece o consenso sobre a eficiência dos dispositivos que subordinavam as câmaras municipais a outras esferas do poder, as vereanças perderam espaço nos estudos sobre processo de construção do Estado imperial, ocupando um papel secundário que findou por limitar as perspectivas de análise. Nesse texto, a proposta é apresentar elementos que permitam um redimensionamento do campo de atuação das municipalidades no regime monárquico, ressaltando a abrangência de suas competências administrativas, assim os conflitos instaurados com outras instâncias governativas, especialmente a esfera provincial. As experiências do governo provincial com as câmaras municipais do Rio Grande do Norte durante a década de 1830 constituirão o ponto de partida para o exame dessas questões, de modo geral pretendem colocar algumas ideias amplamente difundidas, especialmente no que se refere à “nulificação” das câmaras municipais.
其他摘要：This paper has the purpose of discuss the role played by municipalities in the imperial administration. As are majority in historiographical debates, the consensus on the effectiveness of the local councils that subordinated to other spheres of power, municipal chambers lost ground in studies on the construction of the imperial state, taking a secondary role, which turned out to limit the prospects for analysis. The proposal of this text is to present evidence to a redefinition of the field of municipalities in the monarchy, highlighting the scope of its administrative skills, as the conflicts with other governmental bodies, especially the pr ovincial sphere. The experiences of the provincial government with the municipalities of Rio Grande do Norte during the 1830’s will be the starting point for examining these issues in general want to put some ideas widespread, especially in regard to “nullification” of municipalities.
