摘要：As mudanças climáticas decorrentes do aquecimento global não terão apenas efeitos negativos. No caso do comércio marítimo, o risco oriundo do aumento da temperatura média do planeta apresenta algumas oportunidades que já começam a ser analisadas por vários Estados. Uma dessas oportunidades diz respeito à potencial utilização de rotas marítimas, através do Ártico, ligando os oceanos Pacífico e Atlântico. O objetivo deste artigo é analisar quais as implicações para o comércio marítimo, decorrentes da redução da camada de gelo no oceano Ártico e evidenciar quais os Estados estão dando forma às instituições e normas para o aproveitamento dessa oportunidade inesperada. Para a consecução deste objetivo o texto foi estruturado em três seções. A primeira delas apresenta ao leitor as projeções de acessibilidade à navegação no oceano Ártico e as potenciais rotas marítimas que se descortinam para o comércio marítimo. A segunda seção do artigo analisa como os Estados com territórios no Ártico, bem como aqueles com interesses diretos naquela região, estão articulando instituições para esse fim, notadamente o Conselho do Ártico. A terceira e última seção analisa "como" e "porque" a China, um Estado exógeno ao Ártico, tem conseguido implementar estratégias bem-sucedidas em defesa dos seus interesses naquela região.
其他摘要：Climate change due to global warming will not only have negative effects. In the case of maritime trade, the risk arising from the increase in the average temperature of the planet has some opportunities already being analyzed by various states. One such opportunity relates to the potential use of sea routes through the Arctic, linking the Pacific and Atlantic oceans. The purpose of this article is to analyze the implications for maritime trade, resulting from the reduction of the ice cover in the Arctic Ocean and to show which states are shaping the institutions and rules for use of this new opportunity. To achieve this goal, the text was divided into three sections. The first introduces the reader to the projections accessibility to navigation in the Arctic Ocean and the potential shipping routes that are revealed for the maritime trade. The second section of the paper examines how states with territory in the Arctic, as well as those with direct interests in the region, are articulating institutions for this purpose, notably the Arctic Council. The third and final section examines "how" and "why" China, a State exogenous to the Arctic, has managed to implement successful strategies in defense of their interests in the region.
