摘要：This article aims to establish a conceptual understanding about the relation between the environmental impact avaliation and their especific mitigation and compensation steps in the licensing process of polluting activities on the perspective of environmental justice. This text is structured in a form that relates the concepts which permeates the licensing processes based on a critic environmental education approach. Then, we analyse the impacts of the oil activity on the artisanal fishery and how some related concepts guide the projection of actions in environmental education on the licensing process that involve oil activity.
