摘要：Literatura extensa tem-se dedicado a analisar, de vários pontos de vista, a chamada reforma sanitária no Brasil. Poucos trabalhos, entretanto, focalizam as relações setoriais que influenciam a área da saúde. Este artigo pretende discutir as relações setoriais, configurando a saúde como empreendimento social e contextualizando o terceiro setor na economia social e particularmente em relação à saúde pública. O artigo examina aspectos históricos relativos ao nascimento e fortalecimento do terceiro setor, particularmente nos EUA, e argumenta que o desenvolvimento de um terceiro setor independente é estratégico para a construção continuada do Sistema Único de Saúde (SUS), reconhecendo uma variedade de desafios sociais, políticos e econômicos para sua efetivação. Um terceiro setor forte, inserido como protagonista e não apenas como coadjuvante no panorama socioeconômico e cultural, e politicamente independente, é fundamental para efetivar ações que visem novos pactos sociais e o progresso social do país.
其他摘要：There is an extensive literature dedicated to analyzing health reform in Brazil during the last two decades. However, very little has been written on how the intersectorial configuration affects the Brazilian health system. With a very weak non-profit sector (the so-called third sector), governmental institutions and the market are the two significantly recognized sectorial forces driving the country’s social, political, ideological, cultural, and financialmacro-relationships. This paper discusses the intersectorial relationships, configuring health as a social enterprise and contextualizing the third sector in the social economy, particularly in relation to public health. It examines historical aspects of the third sector’s birth and growth, especially in the US, and argues that the development of an independent third sector isstrategic for the continuous development of Brazil’s Unified Health System, recognizing a variety of social, political, and economic challenges for its establishment. A strong third sector, politically independent and inserted as a protagonist and not merely as a supporting actor in the social economic and cultural scene is crucial to the implementation of a new social pact thatcan significantly contribute for social progress in Brazil.
