摘要：Este artigo discute, na forma de teses, antíteses e sínteses, trêsquestões ligadas ao debate sobre a capacidade de o Estado prestar,de forma direta, assistência hospitalar. As teses e antíteses são formuladas como matrizes discursivas de atores do "tipo ideal", procurando caracterizar posições polares e antagônicas em relação ao objeto de discussão do artigo. Nas sínteses, o autor expressa sua opinião, buscando o que denomina "consensos mínimos" com força para conduzir mudanças, no campo das organizações hospitalares, que as credenciem para uma melhor assistência à população.
其他摘要：This paper discusses - in the form of theses, antitheses and syntheses - three issues related to the debate about the capacity of the State to provide hospital care in a direct basis. Theses and antitheses are formulated as discursive matrices of the "ideal type" actors so as to characterize polar and antagonistic positions in relation to the main point of this paper. In the syntheses, the author expresses his own viewpoint, searching for what he calls "minimum consensus" with the power to convey changes in the field of hospital organizations to offer the population better hospital care.
