其他摘要：In this article is discussed the relationship between local power and the municipality, from the starting-point of the position described by the present Constitution to the municipality, considered as a locus for decentralization policies. It is, however, important to take into account the diversity of economic and financial, political and territorial conditions, which prevail in the case of Brazilian municipalities. The viability of an effective practice of local government has stressed either the basis of economic and financial resources, new initiatives of leftist political parties or the possibility of conflict, as factors indicative of the capacity of the local population for mobilization. It is also necessary to consider the physical space affected by the exercise of power, that sometimes is not compatible with the legal boundaries of the municipality, constituting an important question, if the application of public policies is at stake.
