摘要：Der Artikel behandelt die Frage, wie sich die Bevölkerungen der Mitgliedsländer der Europäischen Union zur Verlagerung wohlfahrtspolitischer Verantwortung hin zu europäischen Instanzen verhalten. Dabei werden zunächst zwei konkurrierende Befunde vorgestellt: Der erste geht davon aus, dass es mit einer Weiterentwicklung demokratischer Partizipationsformen innerhalb Europas auch zu einer verstärkten Nachfrage nach sozialpolitischer Verantwortung auf der europäischen Ebene kommen wird. Der zweite Befund behauptet, dass die Etablierung europäischer Sozialpolitik schwierig ist, weil es einen Mangel an unterstützenden Motiven und Haltungen gibt. Der Beitrag fragt empirisch, wodurch die politische Nachfrage nach einem sozialen Europa bestimmt ist. Dabei werden der Einfluss von Sozialstatus, Regimezugehörigkeit, Mitgliedschaftsbilanzen, Zukunftserwartungen und europäischer Identität auf die Befürwortung einer gemeinsamen europäischen Sozialpolitik getestet. Es zeigt sich, dass die Nachfrage nach europäischer sozialpolitischer Regulierung stark mit der unterschiedlichen wohlfahrtpolitischen Verfasstheit, den wahrgenommenen Vorteilen der EU-Mitgliedschaft, den Befürchtungen hinsichtlich der zukünftigen Entwicklung sowie identitätspolitischen Aspekten variiert. Die Chancen einer umfassenden Europäisierung von Sozialpolitik werden aufgrund dieser Differenzierungslinien als eher problematisch eingeschätzt.↓Within the literature about the political economy of a social Europe we find two positions which stand in opposition each other: On the one hand, there are those authors who emphasize that the European process of integration is in need of social policy measures and that further democratization will lead to increasing public demand for welfare activities at the European level. On the other hand, there are those authors who harbor doubts of a principle nature that there is enough public support for European social policy institutions. According to them, the heterogeneous structure of the community makes common social policy measures rather unlikely. This article addresses this issue empirically by asking whether there is a demand for establishing European welfare policies and what the determinants of such a demand are. A number of hypotheses dealing with socio-structural differences, the effects of welfare types, the subjective evaluation of the integration process, and the role of identity are scrutinized. Overall, the results indicate that there is no unequivocal support for a European welfare responsibility and that some fundamental cleavages are present. It is the regional and cultural aspects, especially, which turn out to be having an effect and to be influencing future political conflicts.
