摘要:The foreign policy implemented during General Geisel's administration (1974-79) is usually explained as a result of the need to adjust Brazil's position in the international scene in order to face its new economic and political demands. The article suggests that, in addition to the domestic and external factors, one should examine the decision-making process itself in so far as it can influence changes in foreign policies. As an illustration, the author describes the process which led to the resumption of diplomatic relations with China, pointing its different moments and stressing the role of its different actors.
