摘要:The article examines the strategies of discourse employed by ordinary people who seek access to public resources through "letters of request " addressed to authorities and to their itermediaries. It demonstrates that the authors of these letters use instruments capable of giving legitimacy to their request, as well as of fostering a kind of obligation to acquiesce or of giving personal meaning to the contact. The analysis of the political culture present in this correspondence is made by means of the exam of a group of letters received by Filinto Müller, at the time he was in charge of the Police Department of the federal capital between 1933 and 1942. All these letters belong to his private archives.
