摘要：The processes of decline residential, the phenomena of social polarization, the weakening of the relations of neighborhood and the functional changes explain situations of anomia and the proliferation of behaviors turned aside as obstacles to the sustainable development at downtowns. The efforts from the town planning and the political responsibility to correct lacks of the model inherited from functional city and needs of a population who faces social new realities, turn out to be incomplete if there are not promoted strategies of functional diversification, of improvement of the residential fabric and of recovery of the relations of neighborhood. Today, the sustainable development of the urban centers demands more than never political of social cohesion capable of guaranteeing the development of the persons and of allowing life quality levels in these spaces according to those of other zones of the cities and to the achievements of the welfare state.
