摘要：It is a dynamic process citizen participate in the public policy process, including the accepted mechanism, the policymaker, the citizen itself. If one variable changes, the others will also change. Then, the whole situation will be changed. Therefore, analysis the restriction of the citizen participation on the process of public policy is significant for overcoming the constraint and completing the citizen participation on the process of the public policy.
