摘要：O planejamento de sistemas e serviços de saúde vem sendo considerado uma das principais atividades no âmbito da gestão. Com esse intuito, foi criado o Sistema de Planejamento do SUS (PlanejaSUS), em 2006. O funcionamento do PlanejaSUS tem como base a formulação dos instrumentos de gestão: o Plano Municipal de Saúde (PMS), Programações Anuais de Saúde e Relatório Anual de Gestão. Objetivou-se relatar a experiência de construção do PMS de um município catarinense de pequeno porte. Para a construção do PMS foram realizadas diversas reuniões entre a comissão responsável e demais atores envolvidos, com as seguintes etapas: definição da comissão, definição das etapas de trabalho, análise situacional, definição dos problemas prioritários, formulação dos objetivos, diretrizes e metas, Conferência Municipal de Saúde, Programação Anual de Saúde e Relatório Anual de Gestão. Ao final do processo, observou-se uma maior integração entre os diferentes setores do governo municipal, início de uma cultura de planejamento no setor saúde, priorização da Atenção Primária em Saúde e uma crescente mobilização comunitária. ABSTRACT - The planning of health systems and services has been considered one of the main activities within the management. To improve this action, the Brazilian government created the Planning System for the Unified Health System in 2006. The working of the Planning System is based on the following management instruments: Municipal Health Planning (MHP), Annual Health Programming and the Annual Management Report. The deal of this paper is to describe the construction experience of the MHP of a small city located in Santa Catarina/Brasil. To construct the MHP, it had been realized several meetings between the responsible committee and the others people involved, with the following steps: defining working steps, situational analysis, definition of the main problems, formulation of the objectives, guidelines and goals, Municipal Health Conference, Annual Health Programming and the Annual Management Report. At the end of the process, it was possible to observe higher integration between the different municipal departments, the beginning of a planning culture in the health department, priorization of the Primary Health Care and the improvement of the consumer participation.Keywords: Health Planning; Primary Health Care; Health Management; Consumer Participation
