摘要：O presente estudo objetiva analisar a percepção dos gestores municipais da Região do Meio Oeste Catarinense sobre as dificuldades do ato de Gestão Publica Municipal em Saúde. O estudo é fruto de um estudo no qual foi empregada a Avaliação de Quarta Geração, foram realizadas coletas de informações através de Entrevistas Individuais (EI), o processo de tratamento e análise, baseou-se no Círculo Hermenêutico Dialético e o estudo respeitou as normas de pesquisa envolvendo seres humanos com base a partir da Resolução n° 196/96 do Conselho Nacional de Saúde. A discussão foi desenvolvida a partir de cinco categorias analíticas: Gestão Solidária, cobrança de taxas e diferenças nos atendimentos, necessidade de uma nova consciência sanitária e de gestão, responsabilidade sanitária e o corporativismo da categoria médica. A partir desse estudo compreendemos e sugerimos o aprofundamento das abordagens apresentadas. ABSTRACT - This study aims to analyze the perceptions of city managers in the Midwest Region of Santa Catarina, the difficulties of the Municipal Management in Public Health. The study is the result of a study which used the Fourth Generation Evaluation, there were collected information through individual interviews (EI), the treatment process and analysis was based on Dialectical Hermeneutic Circle and the study complied with the guidelines for research involving human basis by Resolution No. 196/96 from the National Council of Health. The discussion was developed based on five analytical categories: Solidary Management, collection of fees and differences in the care process, the need of a new sanitary and management consciousness, the physicians’ sanitary responsibility and the corporatism. After this study we understand and suggest a deepening of the approaches presented. Keywords: Health Management; Health Services; Social Responsibility
