摘要：Nuestro modelo de Estado presenta un carácter indefinido y abierto, ante esta situación se ha constitucionalizar totalmente el modelo de Estado, lo que, en principio, solamente puede llevarse a cabo a través de una reforma constitucional que respete el equilibrio y la armonía entre los diferentes poderes.

With this situation, the state model would have to be totally regulated in the Constitution, which only can be carried out through a constitutional reform that respects the balance and the harmony between the different powers.En alemán: Unser Staatsmodell ist von seinem Wesen her unbestimmt und offen. Angesichts dieser Situation muss das Staatsmodell vollständig durch die Verfassung erfasst werden. Dieser Aufgabe kann prinzipiell nur durch eine Verfassungsreform Rechnung getragen werden, die zwischen den verschiedenen politischen Kräften usgleicht und vermittelt.
