摘要：Among the mandatory legislation provided by the implementation of the conditionality of EU direct payments, the two directives that form the legislative base for the network Natura 2000 are included. Moving from the analysis of the legislative and planning activities of the Italian Regions with regards to the implementation of the conditionality in the Natura 2000 areas, in this paper it is analysed whether the process of integration of the institutions involved – both for competence and for territorial level – in the process of the CAP greening has been effective or whether conflicts and role overlapping prevailed. Such matter leads to a more general aspect, that is whether it is verifiable a synergic effect between the EU environmental goals pursued by Natura 2000 and the CAP implementation, or whether the link, actively maintained by the EU, between environmental policies and agricultural support was missed.
