摘要：El artículo discute la vinculación existente entre el largo proceso de reestructuración en el que se encuentra inmerso el Estado de Bienestar desde la pasada década de los ochenta y el ascenso del nuevo voluntariado como vía arquetípica de participación social, modelo de participación éste, muy ligado a la prestación de servicios. En ese sentido, el voluntariado (incardinado mayoritariamente en el denominado tercer sector) se incorpora progresivamente como instancia generadora de servicios en el nuevo modelo de bienestar. Superando los límites del discurso más convencional sobre el voluntariado, y considerando su vinculación funcional con respecto al Estado, en el texto se exploran las funciones ambivalentes del voluntariado social como dispositivo de control social de los colectivos más desfavorecidos socialmente (capacidad simultánea a la potencialidad de integración social individualizada) y, asimismo, se apunta cómo el voluntariado puede funcionar como una fuente de legitimación social. Por último, se presta atención al desarrollo de políticas públicas de voluntariado —de regulación, fomento y financiación—durante las últimas dos décadas (para el caso español), políticas que tienden a conceptualizar al voluntariado en términos de ‘simple’ recurso en la implementación de servicios sociales.
其他摘要：The present manuscript discusses the existing relationship between the process of restructuration in western welfare states throughout the last twenty years, and the rise of the ‘new volunteering’ as an archetypal model of social participation (especially important in Spain during the nineties). This ‘successful’ pattern of participation is strongly linked to the provision of social services. In this sense, volunteering (most of the times forming part of the third sector) progressively appears as an alternative source for supplying services in the new model of welfare. This article analyses the ambivalent functions of social volunteering as a mechanism of social control of disadvantaged groups (simultaneously to its role as a tool for individualized social integration) beyond the conventional discourse on volunteering, whereas paying special attention to its functional ties with the State. Moreover, the present analysis points out how volunteering operates as a way of social legitimation. Finally, this study pays also attention to the development of the latest Spanish social policies on volunteering as policies of regulation, promotion and funding, which tend to conceptualize volunteering as a ‘simple’ resource in the implementation of social services.
