摘要:This article studies the particular case of a military man, closely associated with Joaquín Costa, who lived in the Philippines in two different occasions (1861-67 and 1887-89). He published reports in Spain proposing new and renovating policies towards the cultural minorities (muslims, Indians, Chinese, etc.) which were founded on cultural tolerance and a preference for "civilization" over "evangelization". These proposals are compared with Costa's wellknown programme in order to know whether the studied materials can shed further light on the Philippine independentist process.
