摘要：En América Latina ha predominado un enfoque tecnologicista en las políticas para la Sociedad de la Información y el Conocimiento y para el análisis de la brecha digital. Interesa aquí analizar en qué medida las políticas recientes en Uruguay, innovan o mantienen dicho patrón. Se analiza en este artículo, cuáles son las características, alcances y limitaciones que tiene el Plan Ceibal para revertir la brecha digital, a través de la distribución de laptops en las escuelas públicas de todo el país en la búsqueda de inclusión social. Se presentarán algunos hallazgos en base a una investigación en curso.
其他摘要：A technological view has prevailed in Latin American policies for the Information and Knowledge Society and in the analysis of the digital divide. In this article we analyze how recent policies in Uruguay, innovate or maintain this pattern. The Ceibal Programme consists in the distribution of laptops for children and teachers of Uruguayan public schools across the country in pursuit of social inclusion. This article discusses the Programme’s main characteristics, scope and limitations that are carried out to reverse the digital divide though the presentation of some findings based on an ongoing research.
