  • 摘要:The author has tried to combine a marketing framework with a reinvention framework. However, the reviewer feels that applying the Five P framework of marketing is not advisable in the context of policing, where citizens have no choice but to go to the police for help. The marketing framework works best when you are dealing with a product or a service in a competitive market. Instead, all the recommendations of the author can very well be covered under the Five C strategy of reinvention. The Five C strategy is by far the best tool available for any bureau- cracy to focus its activities (core strategy), to become citizen friendly (customer strategy), to monitor its activi- ties properly (control strategy), to change the mindset of its employees (culture strategy), and to make its employees more accountable (consequence strategy).
