摘要：Neste artigo, identificamos e analisamos as características das relações entre atores sociais e governamentais na produção de acontecimentos visando ao desenvolvimento local. É fruto de um estudo de caso qualitativo sobre a Rede Arrozeiras do Sul, formada a partir do Programa Redes de Cooperação. Para mapeamento e compreensão das relações entre os atores sociais, utilizamos a teoria da produção social de Carlos Matus. As categorias analíticas buscadas em Milton Santos orientaram a compreensão das relações entre os atores e o lugar. Pudemos observar nas relações entre os atores sociais, a produção de fenoestruturação social, ou seja, mesmo que a rede tenha sido criada segundo regras determinadas – as genoestruturas −, os atores que a formam produzem novos fluxos e acumulações, capazes de gerar mudanças nas regras iniciais e, consequentemente, no e para o lugar. Os acontecimentos produzidos e analisados permitiram inferir que as relações entre os atores sociais, em articulação com o território, produzindo e sendo produzidas pelas territorialidades, geram acontecimentos nos lugares e, a depender da direção dos recortes e das forças, indicam as possibilidades de desenvolvimento.
其他摘要：In this article we identify and analyze the characteristics of the relations between social and governmental actors in the production of events aiming the local development. It is the result of a qualitative case study on ‘Arrozeiras do Sul Network’, formed from the Program of Cooperation Networks. For mapping and understanding of the relationship between social actors we used the Theory of Social Production of Carlos Matus. The analytical categories sought in Milton Santos guided the understanding of the relationships between the actors and the place. We observed in the relations between social actors the production of social feno-structuring , i.e., even if the network has been created within certain rules – the geno-structures – the actors who form it produce new flows and accumulations which are able to generate changes in original rules and therefore in and for the place. The events produced and analyzed allowed to infer that the relations between social actors, in conjunction with the territory, producing and being produced by territorialities generate events in places and, depending on the direction of the slots and forces, indicate the possibilities of development.
