摘要：The symptoms of de-Industrializaton and free market have already come to Indonesia. It is the time to apply the international agreements that is already signed in order to make the Indonesian industry. Globally competitive World Economic Forum puts efficiency in labor market as one of twelve pillars of Global Competitiveness Index. Labor market efficiency is considered one of the pillars that encourage the creation of competitive advantage. Outsourcing emerges as one of alternative solutions for industrial and employment issues including unemployment. From here, industrial relationsamong workers, employers or managers, and the government becomes relevant for discussion. Basically, the implementation of Outsourcing and harmonious industrial relation patterns are important capital for the brakes of de-industrialization towards industrialization in Indonesia. However, it should be noted that there are many other factors to consider such as infrastructure, related policies, interest rates, licensing, education, rule of law, access to sources of capital, macroeconomic stability, technological development, and the like in order to promote industrialization in Indonesia.
