摘要：We analyze the design of a cap and trade scheme of greenhouse gas emissions for Mexico. We use existing economic theory and past experiences to analyze the key issues and problems typically encountered when designing cap and trade schemes. We also discuss the possible constraints for the integration of Mexico into a regional North American emissions market.
