摘要:Waste prevention (WP) is a cross-cutting areaof policymaking and it has direct relevance to aconsiderable number of already established policyareas, both in the field of the environment (e.g.environmental management systems) as well asspecific primarily non environmental areas (such ase.g. innovation policy), which have good potentialto decrease the amount and/or the adverse impactsof generated waste, both at EU and Member Statelevels. The EU Waste Framework Directive, placesWP, rather than recycling, as a top priority, andrequires Member States to develop WP plans by theend of 2013.WP encompasses a range of policyoptions and has a broad range of benefits. Targetingat-source waste production, it reduces the amountand toxicity of waste before recycling, composting,energy recovery and landfilling become options andincludes measures to reduce the adverse impacts ofthe generated waste on the environment and humanhealth. The proposedCyprus prevention strategyplancovers the state of the art, the compositionalanalysis, the WP activities, the WP actions, the WPtarget and indicators, the methodology fordetermining the WP as indicated in the proposedpaper
