摘要：In recent years it has become apparent emphasis promoted by the Pan American Health Organization-PAHO / WHO-mental health, trying to transcend disease and policy development in this line. This article discusses the progress made since the national level, in order to take responsibility of the State through the delivery of public policies for vulnerable groups or as life cycle, some with the intention of intersectoral, trying to make it possible to guarantee rights contribute directly or indirectly to mental health. Advances in policy, due to the weakness in the implementation of these at times, lack of assessment or other fragmentation and difficulty intersectoral linkages, unfortunately do not get the best results.
