摘要：O objetivo do licenciamento ambiental é disciplinar a construção, instalação, ampliação e funcionamento de estabelecimentos e atividades utilizadores de recursos ambientais, consideradas efetivamente ou potencialmente poluidoras bem como aqueles capazes de causar degradação ambiental. Em geral o processo é composto de três fases distintas, Licença Prévia (LP), Licença de Instalação (LI) e Licença de Operação (LO), todavia quando necessário pode conter uma etapa específica para realização do Estudo de Impacto Ambiental EIA/RIMA e Audiência Pública. Este trabalho visa avaliar em que patamar se encontra a conformidade ambiental de estabelecimentos de lavagem automotiva na cidade de Dourados MS com os processos de licenciamento obtidos. A legislação municipal específica para esses estabelecimentos está basicamente restrita a ação de mitigação dos impactos causados por óleos e produtos químicos. O fato de existir uma lei municipal, porém, já demonstra o envolvimento do mesmo com práticas de gestão ambiental, assim como o estado.
其他摘要：The objective of the environmental licensing is disciplinary the construction, installation, expansion and operation of establishments and activities users of environmental resources, considered effectively or potentially polluting as well as those capable of causing environmental degradation. In general the process consists of three distinct phases, Preliminary License, Installation License and Operating License, however when necessary may contain a specific step to perform the Environmental Impact Study and Public Hearing. This study aims to assess to what level is the environmental conformity of establishments automotive wash in the city of Dourados-MS with licensing processes obtained. The municipal legislation specific for these establishments is basically restricted action to mitigate impacts caused by oil and chemicals products. The existence of a municipal law, however, has demonstrated the involvement of the same with environmental management practices, as well as the state.
