摘要：A method of comparison by a set of indicators which show the quality of investment projects and embody innovative policy of developing municipal entities is proposed. The method is based on establishing preferences for individual quality indicators of projects in accordance with the principle of maximum uncertainty (entropy) and representing their aggregate in the form of a scalar function as an argument of the vector.
