摘要：Entre 2012 y 2016 se analizó el caso de las políticas de etnoturismo en el estado de México. A partir de un estudio cualitativo, de tipo exploratorio, se planteó el objetivo de comprender la relación entre turismo y etnicidad, a la luz de las ambivalencias entre el desarrollo de infraestructura turística y el desar‑ rollo de capacidades. Los resultados muestran una política pública ampliamente orientada al despliegue de infraestructuras con una mínima incidencia en la planificación y la capacitación para el turismo. Se concluye que esta orientación de las políticas tiene como razón de ser que el despliegue de infraestructura es un mecanismo que aporta visibilidad política, permite mantener una lógica clientelar hacia las comunidades indígenas y es un eficaz medio para el ejercicio discrecional de los recursos públicos.
其他摘要：Between 2012 and 2016 the case of ethnotourism policies in the state of Mexico was analyzed. Based on a qualitative, exploratory study, the objective was to understand the relationship between tourism and ethnicity, in light of the ambivalences between the development of tourism infrastructure and capacity development. The results show a public policy widely oriented to the deployment of infrastructures with a minimum incidence in the planning and the training for the tourism. It is concluded that this policy orienta‑tion has the reason to be that the deployment of infrastructure is a mechanism that provides political visibil‑ ity, allows to maintain a clientelistic logic towards indigenous communities and facilitates the discretionary exercise of public resources.
