摘要：Este artigo trata da expansão do ensino superior privado no Brasil, duranteos anos de 1990, tendo como base as mudanças institucionais que envolveramo Estado no século XX, destacando sua crise nos anos de 1980, queculminaram na busca de um novo modelo na última década analisada.Merece ser enfatizado que ainda não há clareza das relações Estado eSociedade, mesmo em meados do século XXI, posto que possui menornúmero de instrumentos de ação direta, não obteve redução significativaem seu tamanho, apresenta dificuldades nas operações regulatórias, masmantém razoável interesse em se constituir como Estado de Bem-Estar.Nesse contexto, torna-se mais fácil o entendimento da expansão em voga,na medida em que se trata de um aspecto da mudança e não de um fenômenoisolado. Quanto à metodologia, foram realizadas 32 entrevistas semiestruturadase análise autores que abordaram o assunto, cujas principaisconclusões estão apresentadas no final do texto.
其他摘要：This article deals with the expansion of the private higher education inBrazil in the 1990’s based on the institutional changes involving the Statein twentieth century, highlighting the crisis of the 1980’s and culminatingin the search for a new model in the last decade of analysis. It is worthpointing out that there is still no clarity concerning the relationship betweenState and Society, even in the twenty–first century. Given that the State hasfewer instruments to direct action, it has not managed to reduce its size,has difficulty with regulatory operations and also has a reasonable interestin being constituted as the Welfare State. In this context, it becomes easierto understand the current expansion in that it is an aspect of change andnot an isolated phenomenon. As a methodological approach, thirty-twosemi–structured interviews were conducted, and others read authors whohave dealt with the subject. The main conclusions are given in this text.
