摘要:On the basis of analyzing the factors affecting the floodwater resource utilization by adjusting flood limited water level (FLWL), the floodwater resources utilization risk evaluation index system was constructed. And based on the risk analysis and multi-objective decision-making theory, risk decision-making model regarding the maximum comprehensive benefit as the target was established. The China's Shilianghe reservoir was selected as a case study. The results indicate that the risk evaluation index system and the risk decision-making model can be used to analyze and demonstrate the FLWL adjustment problem. As the FLWL gradually improving, water storage benefit gradually increases, showing linear relationship. The contribution rate of different water storage benefits indices to water storage benefit is different. Dam safety risk loss is the main aspect of adjusting FLWL risk loss, followed by downstream river channel security risk loss, environmental risk loss is a small part in total risk loss. As the FLWL gradually improving, total risk loss gradually increases. As the FLWL gradually improving in a certain range, comprehensive benefit gradually increases. When the level reaches a certain value, the comprehensive benefit is largest. After the threshold, comprehensive benefit gradually decreases.
