摘要:Disaster & emergency management task especially in the scope of crisis management period is critical to save lives. Two major obstacles of crisis management period are related to time and equipped personnel which are directly enabling the capacity to overcome the consequences of disasters and emergencies. Hence, in this study, to avoid the insufficient time and personnel of the crisis management capacity has been focused and a GIS tool of public participation with the Life Saving Kiosk (LSK) Model has been proposed to improve a kind of communication network. A GIS tool has been proposed in this model to improve the capacity at local level where time and spatial data integration for crisis management will be major concerns. LSK serves at this stage, to collect locational situation information for emergency and logistic demands through public-participatory maps. The potential of Volunteered Geographic Information (VGI) and Public Participatory Geographic Information System (PPGIS) will be evaluated and tested in a neighbourhood of Istanbul, Turkey to enhance public solidarity and capacity of crisis management at local level.
