摘要:Research backed phenomenon that indicates the number of acts of violence or bullying at all levels of education, especially at the elementary school level. Low capacity for empathy is one of the factors of bullying behavior. Ability of empathy as one standard of competency to be mastered students are still not a priority for development. The results are as follows: (1) the characteristics of bullies is to have a high level of aggressiveness and low empathy, (2) the guidance curriculum of guidance and counseling services are integrated in subjects students to develop empathy skills is based on the characteristics of empathy and bullying of students can be recommended to all students, (3) Content and media services tailored to the theme that is developed empathy development. The strategy used in delivering the service is integrated in the subjects. Recommendations in the study is expected to implement teacher learning that integrates guidance and counseling as well as developing students' competencies that have been formulated in Standar.
