摘要:Educational administration paradigm sift from centralization to decentralization bring a wide spread implication. Although rhetorically loading a high spirit of values, interest, and educational goals, in reality it is full of values of politic and interest. If a political aspects as a major, educational values will be ignored. Educational decentralization, which in this time applied in our educational system, tended to take form of de-concentration that local government only as an extension of management functions of central government. Various fundamental decisions in the field, and educational values, which emerged and grown in educational systems were according to the central government, local government were not. Our educational system should be completely decentralized, not a particular, or half. De-concentration can not increase educational quality optimally and achieve the goals of local autonomy policy, that is, develop equity and equality in politics, increase local • responsibility and grow responsive attitude in local storey. De-concentration unable to grow accountability between education practitioner and local administration. Decentralization of education in Indonesia is requiring institutional support. One of the basic principle of decentralization is institutions that working democratically. The principle can operate if local public was ready to receive democratic values and social and politic processes was available that make role of local public more wide in decision making process and demanding local educational' institution more accountable.
