摘要：The Central government and the local government are expecting the school committee to function more optimal. There are several factors necessary for school committee empowerment. First, the role of school committee and its relation to school based management should be socialized comprehensively to school members. Second, the members of school committee, either chosen from the candidates who have higher level of education background, or all members should participate in competency training, third, the school headmaster should demonstrate effective transformational leadership in engaging the school committee members to do their best Forth, local educational board should demonstrate highest support for the school committee to have powerful influence at school.
