摘要:Abstract: Many teachers are not familiar with the model of moral education learning and trapped in the conventional form of delivering information through lectures. Theoretically, the model has the potential to increase the maturity of moral character, both in moral justice and moral concerns. The purpose of this research is to develop the teaching materials with the moral character-based education model (MR and CM) which have strategic functions in Civics learning innovation for teachers to have a syntax reference model of moral education in an effort to facilitate students towards moral character building of students who currently have such problems. The research method is the development research of teaching materials with the model of moral education, which consists of moral reasoning and Consideration learning model with a strut by using STAD strategy. It refers to the development of research development model of Dick & Carey, namely : 1) determining of the subject matter and competency standards, 2) conducting a needs analysis, 3) developing the teaching materials, 4) expert validation, 5) giving the trials to individuals, small and limited groups, 6) doing modeling. The results of the study are : 1) There is no match between the teachers’ understanding of methods, strategies and models of moral education in civics lesson to those applied in the operationalization of teacher learning. 2) Development of teaching material and moral aspects of the model becomes a fundamental requirement in Civics learning, 3) Development of teaching materials with models Consideration Moral Reasoning and character -based models to facilitate students towards character building. 4) The use of STAD models can accelerate students’ understanding of the use of MR and CM models. 5) The results of the t test, there were no significant differences between process modeling and performance of teachers in the implementation of the model in learning. 6) Group division STAD shows positive results to the maturity increasing of the student’s characters.Abstrak: Banyak guru yang belum mengenal model pendidikan moral dan terjebak dalam pembelajaran konvensional berupa penyampaian informasi melalui ceramah. Secara teoritis, model pendidikan moral berpotensi meningkatkan kematangan karakter moral, baik dalam moral keadilan dan moral kepedulian. Tujuan penelitian ini adalah mengembangkan perangkat bahan ajar dengan model pendidikan moral berbasis karakter (MR dan CM) yang berfungsi strategis dalam inovasi pembelajaran PKn agar guru memiliki acuan sintaks model pendidikan moral dalam upaya memfasilitasi siswa ke arah pembinaan karakter moral siswa yang saat ini bermasalah. Metode penelitian adalah penelitian pengembangan bahan ajar model pendidikan moral, yang terdiri dari Moral reasoning dan Consideration Model dengan topangan belajar menggunakan strategi STAD. Penelitian pengembangan ini mengacu kepada model pengembangan dari Dick & Carey, yakni: 1) penetapan materi pelajaran dan standar kompetensi, 2) melakukan analisis kebutuhan, 3) pengembangan bahan ajar, 4) validasi ahli, 5) uji coba kelompok perseorangan, kecil dan terbatas, 6) melakukan modeling. Hasil penelitian adalah: 1) Tidak ada kesesuaian antara pemahaman guru tentang metode, strategi dan model pendidikan moral dalam pembelajaran PKn dengan yang diterapkan dalam operasionalisasi pembelajaran guru. 2)Pengembangan bahan ajar aspek moral dan model menjadi tuntutan mendasar dalam pembelajaran PKn, 3)Pengembangan bahan ajar dengan model Moral Reasoning dan Consideration Model berbasis karakter memfasilitasi siswa ke arah pembinaan karakter. 4) Penggunaan Model STAD mempercepat pemahaman siswa terhadap penggunaan model MR dan CM. 5) Hasil uji t, tidak terdapat perbedaan yang signifikan antara proses modeling dan unjuk kerja guru dalam implementasi model dalam pembelajaran. 6) Kelompok divisi STAD menunjukkan hasil positif terhadap peningkatan kematangan karakter siswa.
