摘要：AbstractIn the present day context of the global economic development, human resources represent the essential element of the competition, both on national and international level. As far as the global competition of the computerized economy is concerned, the quality and the inventive human resources would be the main factors that make the difference between the countries of the world.The statistics show that the European countries pay a special interest to the continuous training of the human resource, especially because of the specific differences among the human resources of the member countries. The continuous training represents, therefore, the most important aspect comprised, in the last years, in the reform projects of all the developed countries, who became aware of the fact that the human capital is the main tool of overtaking the crisis.
