摘要：AbstractGoverning of the transport system involves a multifold of actors and levels of decision making. The gap between national targets and local counteracting decisions often is vast. Based on a systematic review of documents and interviews the study focuses on where and why visions on sustainable transport are dropped or not pursued throughout the planning process. The study reveals a complex process and the results show that targets often are lost early on in the process. The conclusion is that the process for implementing national visions on sustainable transport from overall planning to actual implementation could be much improved.
