  • 摘要:AbstractThe current trend of states in transition, the global economic crisis, the tendency towards European integration and world globalisation are factors that significantly influence reforms of many public and private sectors. In this context the process of education and the function of public administration in general, treated in the framework of this paper is consistently included in the trend of time changes and reforms. It is worth mentioning that the intention to join the European Union is directly associated with the reforms for transparent and democratic function of public administration. Freedom of information, public opinion and public relations represent the main feature of public institutions. Therefore, there are also special sections that deal with organising various educational and social activities. Seminars, debates, workshops, different training and other additional events are often organised in the context of transparency and promotion of democratic values. Thus, all programs that directly or indirectly intend to improve the quality of life in the community are positively supported. Based on the undisputed fact that education in general is a dominant factor in the development of human society and in the determination of its development direction, the impact of education on the transparent and democratic function of public administration is treated in this paper. Through a case study, the answer to the importance of education for the current trend of reforms in public administration is sought.
