摘要：AbstractThis paper covers three main aspects such as local plan, development control and local authority in Selangor. The aim of this research is to evaluate local plan as an instrument for controlling the development of land and building in local authority area and make recommendations on improvement in local planning system. The objectives for this study are to review the theory and concept local plan as an instrument for controlling development, analyses the form, content and process of the local plan preparation to assessing development in the local area. For research design, this study will use the mixed-method by the combination of qualitative and quantitative.
