摘要:Two years ago, the First Ministers met to discuss the economy and as a result theyratified the Internal Agreement on Trade which required every province to reviewtheir procedures for certifying professionals, doctors, dentists, engineers, bricklayers,plumbers, etc., and procedures in place for allowing professionals from otherprovinces to move with ease between the provinces as a means of increasing internaltrade. Any barriers had to be reduced or removed entirely as a result of the IAT. InOntario, teaching is more highly regulated than in any other province and this hasprevented teachers from other provinces moving to Ontario and practicing withoutrigorous scrutiny, often taking up to five years to receive an OTC (Ontario TeachingCertificate) and often requiring teachers to take additional qualification courses. As aresult of the IAT, Ontario's Ministry of Education has spent the past two yearsworking with the Ontario College of Teachers to remove many barriers and create amore fluid system for teachers trained in other provinces to teach in Ontario. As well,Ontario trained teachers can work in other provinces without impediment. This isessentially reciprocity for teaching.
