摘要：Today priorities in the growth of the regions and the need to reduce imbalances in its development requires to work out the theoretical and methodological approach to the feasibility of financial support of the regions and to the study of applications of budgeting tools in order to eliminate the asymmetry and to improve investment activity of municipalities. The authors studied the causes and the sequences of uneven development of territories; the experience to balance the economic growth of Voronezh region was analyzed. There were given recommendations on calculating the level of co-financing of the expenditure commitments of the municipality from the regional budget and illustrated the efficiency of applying budgeting tools to a specific facility in one of the regions.
