摘要：مقدمه: گسترش سريع يادگيری الکترونيکی، ضرورت توجه به آن را در همه مراکز آموزشی خصوصاً مراکز آموزش پزشکی روشن‌تر می‌سازد. با توجه به اهميت موضوع و آغاز به کار دوره‌ها و تأسيس رشته‌های آموزش عالی در کشور ما، هدف اين مقاله بررسی ساختاريافته الزامات و چالش‌ها و مشکلات و موانع يادگيری الکترونيکی در امر آموزش و در نهايت ارائه يک الگو و راهنما در انتخاب، طراحی و اجرای يک دوره الکترونيکی است. روش‌ها: اين مطالعه از جنبه نظری يک بررسی مروری و کتابخانه‌ای است. در اين رابطه از بين 4700 مقاله يافت شده از بانک‌های اطلاعاتيERIC، ACM، guideassociation،Digitallearning ، OECDT، becta، با استفاده از موتورهای جستجوی ياهو و گوگل و به‌‌کارگيری کليد واژه‌های الزامات و چالش‌ها و يادگيری الکترونيکي؛ تعداد 100 مقاله مروری و اصيل، از سال 2003 به بعد انتخاب و مورد بررسی قرار گرفت. سپس با اطلاعات حاصل از نتايج تحقيق قبلی پژوهشگر که از نظرات يک پرسشنامه رضايت‌سنجی به دست آمده بود تلفيق گرديده و مورد تجزيه و تحليل قرار گرفت. نتايج: پس از مطرح نمودن و جمع‌بندی نظرات صاحب‌نظران مختلف در رابطه با الزامات و چالش‌های راه‌اندازی يک نظام يادگيری الکترونيکی، در يک جمع‌بندی کلی عوامل و زيرساخت‌ها به شرح زير خلاصه گرديد: 1- زيرساخت فناوری 2- زيرساخت انسانی 3- زيرساخت پداگوژيکی 4- زيرساخت فرهنگی، اجتماعی و ارزشی 5- زيرساخت اقتصادی 6- زيرساخت مديريتی 7- زيرساخت اداری و نظام پشتيبانی، سپس راه‌کاری اصولی برای مراحل مختلف تحليل، طراحی، پياده‌سازی و ارزيابی يک دوره الکترونيکی پيشنهاد گرديد. نتيجه‌گيری: در کشور ما، طيف الزامات و چالش‌های يادگيری الکترونيکی از تغيير ديدگاه‌های سنتی تا ايجاد زير ساخت‌های فرهنگی، ارتباطی و سخت‌افزاری، سياست‌گذاری‌های همگانی و رسمی، تدوين قوانين و ايجاد بسترهای قانونی و حقوقی در سيستم آموزش کشور، ايجاد سيستم‌های مديريت آموزش الکترونيکی، تهيه بسترهای توليد محتوای الکترونيکی بر اساس استانداردهای جهانی توليد محتوا و خصوصی‌سازی توليد محتوای الکترونيکی بومی گستردگی دارد. ارائه الگويی اجرايی با در نظر گرفتن موارد فوق به مديران و تصميم‌گيرندگان جهت پياده‌سازی موفق اين روش و کارآيی بيشتر آن کمک می‌نمايد.
其他摘要：Introduction: The rapid expansion of e-learning elucidates the necessity of paying attention to this phenomenon by all educational centres especially medicals. Considering the importance of this subject and regarding the commencement of new courses in our country as well as the establishment of higher education disciplines, this paper aimed to review the structured analysis of requirements, challenges, problems, and barriers in the application of e-learning in education and thus provide a model and guide for choosing, designing, and implementing an electronic course. Methods: Theoretically viewing, this is a review study. Researcher selected and studied total 100 articles (literature review and original research articles published from 2003 and afterwards) out of 4700 Articles found from databases of ERIC, ACM, GUIDE Association, Digital Learning, OECDT, and Becta, using search engines of Google and Yahoo. The keywords used in this search were “requirements, challenges and e-learning”. Then the findings were combined with results of an experimental study by the researcher extracted from a satisfaction questionnaire, and finally analyzed. Results: After discussion and summing up the reports and opinions of experts regarding the requirements and challenges of setting up an e-learning system, main factors and infrastructures were summarized in the following domains: 1) IT, 2) human resources, 3) pedagogical, 4) cultural, social and values, 5) economic, 6) management, and 7) administrative and supportive. Then a fundamental approach for the stages of analysis, design, implementation, and evaluation of an electronic course was proposed. Conclusion: The spectrum of requirements and challenges of e-learning in our country is so extensive, as it includes: changes in traditional perspectives to creation of cultural, communicative, and hardware infrastructures, formal and public policymaking, legislation and creating legal platforms in education systems, creation of an e-learning management system, development of the fields for content production based on international standards, and privatization for the production of local e-content. Presentiation of an executive model considering the above-mentioned findings could help the managers and decision makers for a successful implementation and further efficacy of this approach.
