摘要:Katz et al. 1 state that ‘it is the unusual disturbances that have disproportionate effects on ecosystems’. This viewcan be extended to economic infrastructure. From 2003 to 2014, the Western Cape Province of South Africa(Figure 1) has been affected by severe storms occurring almost annually, which cause substantial damage toeconomic infrastructure and farmlands. 2,3 These severe floods, caused mostly by intense rainfall resulting fromcut-off low weather systems, resulted in damage equating to at least ZAR4.9 billion (Table 1).
