摘要：e-learning is a means of education that incorporates self motivation,communication, effciency, and technology [1]. e-learning iseffective as it eliminates distances and subsequent commutes. Butthe move towards e-learning in partnership with the integration ofICT in educational institutions in J&K still needs improvement.e-learning still exists to be in a static form and lot of scepticismexists about its usefulness. The study here proposes a skill basedframework based on study done on Learning Management System(LMS) to bridge knowledge divide in J&K and enlighten thepeople of rural areas about the e-age and iron out differences bycombining IT services with education of any type. The proposedframework has been designed by incorporating the features of theselected three widely used open source LMS namely, Moodle,Ilias, Atutor .The system will be an open source application withclient-scripting facility. It will also supports the cross browserand is fully integrated with different databases; MS SQL Server,MS AccessandOracle.
