摘要:On September 24, 2009, 19-year-old Jordanian national Hosam Maher Hussein Smadi parked what he believed to be a large vehicle-borne improvised explosive device (VBIED) in the underground garage of Fountain Place—a beautiful, conspicuous skyscraper in the heart of the Dallas, Texas, business district. He armed and powered up the elaborate timing device, exited the building during the busy weekday lunch rush, and was picked up by an associate who he believed was a low-level soldier in the al Qaeda cell he had located after a long search.
